- Washington Department of Transportation – I served on the Expert Review Board for the $3.6 billion SR 520 Bridge
Project, studying innovative contracting and procurement strategies as well as helped evaluate a strategy for
implementing, the alliance method of contracting.
- Hatch, Mott, MacDonald - I am a member of the Strategic Technical Analysis Team hired by this company as
consultants to the Washington Department of Transportation for the Alaskan Way Viaduct Replacement Project.
- Contractor’s Development & Competitiveness Center – I am helping create a progressive training program that will
empower small business owners to create and implement aggressive growth strategies.
- New Life LLC – We have a close relationship with this non-profit organization and provide legal services and small
business development counselling when requested and available.
- Triton Marine Construction – I assist with analyzing and presenting construction claims relating to Triton’s
government projects.
- Seattle School District – I helped develop and implement a public involvement process for the District’s construction
program.
Examples of experience with issues related to construction law and public works contracting:
- Whatcom Transit Authority - I have conducted numerous project partnering sessions for this agency.
- Seattle Monorail Project, Seattle Washington - I assisted with contract risk assessment and mitigation, third party
utility agreement negotiations, Project Labor Agreement negotiations as well as developed and a program designed
to increase the participation of small, minority-owned and women-owned businesses in the project.
- Sound Transit, Seattle, Washington - I developed the first design-build procurements used at Sound Transit as well
as negotiated third party utility agreements, facilitated Sound Transit’s first partnering sessions and participated in
the consensus-based bargaining used to develop the agency’s Project Labor Agreement. I also helped Sound
Transit implement an owner controlled insurance program for a design-build tunnel project.
- City of Sedro-Woolley, Washington - I served as contract City Engineer reviewing plans for private development as
well as managing City projects.
- METRO Technical Services Division, Seattle, WA - I served as construction counsel for the $578 million West Point
Treatment Plant Project as well as advised the agency's MWBE program office and initiated Project Partnering
- Academic teaching experience - I have taught graduate level programs in the following topics:

Examples of experience working with public owners
I created and implemented standards and comprehensive plans for the City's facilities, including water, sewer,
roads, and harbors; reviewed plans for, and inspected the construction of, private developments; and managed
the City's capital improvement program, including contract development and claims resolution;
I managed the design and construction of "small projects", costing less than $10 million, including contract
development and claims resolution; initiated the first design/build project in the City, including a public
involvement process that encouraged the users to participate in the planning and design process; regularly
reported to the City Council, Planning and Zoning Commission, Parks and Recreation Commission and
Museum Board.
- U.S. Public Health Service, Anchorage, Alaska
I assisted the USPHS with the design and construction of water/sewer facilities in the villages of Alaska,
performing design and constructability reviews; working with USPHS Superintendents and local labor forces to
build the facilities; and managing significant cross-cultural, logistical and language issues in the villages.
